1. Purpose of Report.

To provide Councillors with further information regarding the hire of a Marquee for the Christmas Market on Saturday 27th November.

2. Background.

Councillors will recall that at the last meeting of this Committee the Town Clerk's Office was asked to pursue the possibility of holding of a Christmas Market in a marquee in the Town Square for one day and report back to the Committee with, as near as can be   ascertained, the exact costs of such a market.

 

3. Costs and Income

3.1 Marquee: A quote has been received from Marldon Marquees for a cost of £1620 for the delivery, erection, hire and taking down of a Marquee. This quote includes insurance, provided there is all night security. A copy of the e-mail with this quote is annexed.

3.2 Tables: The quote for the tables is £5 each, plus VAT. So if we have 41 tables the cost will be £205 plus VAT.

3.3 Security: A quote has been received from 4Front Security at £15.00 per hour for one man. Cost for, say, 7.00pm to 8.00am will be £195.

3.4 Car Park: Richard Brown of Parking in Torbay has indicted his agreement to having the Marquee in the Town Square Car Park. He has said there will have to be a “nominal” charge.

3.5 Power: This will be taken from a nearby lamppost. Last year the cost was minimal, say £10.

3.6 Income: At £25 per stall and 41 stalls the income will be £1,025. Thus the market will, on these figures, make a loss of something over £1,000, depending what Richard Brown considers a “nominal” charge.

 

4. Recommendations.

That this Committee consider whether or not to it wishes to go ahead with the Christmas Market on the basis of the costs and income set out above and makes a recommendation to Full Council accordingly.

1. Purpose of Report.

To give Councillors further information regarding the appointment of a Town Crier

2. Background.

Councillors will recall that this Committee voted in favour of recommending to Full Council that a Town Crier for Brixham be appointed and that Full Council voted in favour of appointing a Town Crier subject to the financial ramifications of such an appointment.

3. Financial Considerations:

   3.1 Costume. The costume would have to be especially made and fittings   would have to be attended in person, giving rise to travelling costs. The   nearest business discovered is Fenecks, Naval Outfitters, in Union Street ,   Plymouth who tell me they would be able to undertake such a task but would   like a picture of what is required before committing to a cost. They estimate   the cost would be in the region of £2,000. As an aside, it was the Town Crier   of Plymouth who suggested I contact these people. He has been using an   outfitter in Rotherham but intends to use this one for his next costume.

   3.2 Bell . The Secretary of the Loyal Company of Town Criers (“the Secretary” ) informs me that the best place to find one of these is an antique   shop. Therefore, the exact cost is not known but estimate between £50 and  £100.

   3.3 Payment. The Secretary advises that the mistake that Town Councils   make is to expect their Town Crier to work for nothing. He says that almost   always results in the relationship breaking down very quickly. The norm,   apparently, is so many hours per year for nothing, as the uniform has been   provided, and then an hourly rate. He would recommend about ten free hours   per annum.   On the hourly rate I could not get any guidance. The   Secretary's rate is £50 per hour but he is one of the top men in the country,   always in demand at   weddings, fetes etc. Clearly a much lower rate would   be appropriate in Brixham's case. The Newton Abbot Town Crier works for   the Brixham Buccaneers on a voluntary basis, other than expenses and a free   meal from a local café.

4. Recommendations.

That the Committee consider whether or not the financial burdens outweigh the desirability of having a Town Crier and make a recommendation to Full Council accordingly.

Recipient of the first Brixham Civic Award named

The recipient of the first ever Brixham Civic award was decided by Brixham Town Council and named today as Mrs Joy Prowse. Joy came to live in Brixham in 1970 and opened the 4th Brixham Brownie Pack in 1971, which she then ran for over thirty years. Joy was also District Commissioner for Brixham and Pack Holiday advisor for the South West, she herself took many children away on pack holidays. Joy, who was a member of the movement herself when young, received the 50 year long service and Good Service badges from the Guide Movement when she was 65. Since then she has still been involved in the administration of the Guide movement.

 

Betty Nickson, who together with Valierie Edgecombe nominated Joy, said ‘Many Brixham children who are now parents or grandparents themselves have benefited from Joy's dedication to the 4th Brixham Brownies and the Guide movement. I am delighted Joy has won this award, it is well deserved and well earned. Joy is unassuming and just does what she does, this recognition by the town of a lifetime dedicated to young people is wonderful.'

 

Valerie said ‘I am thrilled that Joy has won. My daughter was one of her brownies I am very happy for her as she has done a lot for children in the town.

 

The award will be presented at the Council meeting to be held on the 6th May at the Brixham College at 7pm. The Civic Award was instigated by Brixham Town Council to recognise people in the town who have made a material contribution to the advancement, well being and welfare of the people of Brixham; or had supported charitable work in the Town or demonstrated outstanding Citizenship, or has had a long term involvement with a voluntary organisation. There were over twelve nominations of potential recipients and the selection panel had a difficult task in deciding from among those who should be the recipient of the first Civic Award.

Cllr Mike Morey, chairman of the selection panel, said ‘It was one of the most difficult decisions to make. Each nominee was worthy to receive the award but we recognised the work that Joy had done over many years.' When told of the award Joy said ‘ I can't believe I have won, that is fantastic.' Family, friends and fellow guiders will be attending the meeting to see Joy receive the award from the newly elected Chairman of Brixham Town Council.

Brixham Fishermen's Memorial Statue Concert

The first event of the year to raise funds for the proposed Brixham fishermen's statue is to be a grand Brixham concert held at the Berry Head Hotel, Brixham on March 12th at 7pm .

Local choirs and performers have donated their time to providing an excellent programme of entertainment in order to bring to fruition the dream of having an iconic piece of public art that celebrates the heritage and valour of the fishermen of Brixham. Tickets cost five pounds each and are available from the Mission to deep sea Fishermen, Brixham Town Council Office, Miriam Pynn and other members of FISH .

Miriam Pynn said ‘I am so grateful to everyone for giving their time for this concert; it is going to be a wonderful evening. We hope to see the statue in place by the end of 2010 in time to commemorate the hundredth anniversary of the loss of four Brixham fishing smacks - Eva, Speedwell, Marjorie and Vigilance on December 16th 1910 , in the Bristol Channel . When eighteen Brixham men were lost and who, along with many other of the town's fishermen, have no memorial at the moment.'

The project is for a bronze statue based upon the drawing of Brixham artist Arthur Briscoe and executed by Elizabeth Hadley, the Brixham Sculptor. Fundraising is going on with collecting tubs in various pubs and shops around the town.   FISH welcomes all donations or any new members who would like to help raise funds.

Now the Admiral Swimming Pool has re-opened the statue is seen as the next big community project for Brixham, one that the residents and visitors alike can enjoy. Funds currently stand at ten thousand pounds with a target of one hundred and fifty thousand pounds to make the life and a half sized sculpture a reality.

Councillor Vic Ellery said, ‘Brixham has a long fishing heritage and I cannot believe that we do not have anything to commemorate or celebrate that. This statue will redress that and provide a focal point for people to remember fisherman lost at sea or whose ashes were scattered at sea. I hope as many people as possible will come along and enjoy the concert, I know I will be there.'

Brixham Town Council Allotments

 

In response to the huge demand for allotment plots in Brixham the Town Council has cleared a large portion of ground at the Dixon 's Land site, Furzeham, in preparation to release at least nine plots to those on the waiting list for that allotment garden in time for this spring.
